Really, now, a politician acts like a politician and people get all surprised. That's almost the DEFINITION of politics: enact X and trumpet it to group A, which thinks X is a great thing, and then repeal X and trumpet that to group B, who think X is a horrible thing, and both groups will end up voting for you!
