I'm confused. Is the Child Development Center run by the University or Housing and Dining? I know that Housing and Dining is in the middle of a 10 year renovation of the Jardine Complex.
Remember that KSU and KSU Housing and Dining are two complete and separate entities. KSUH&D does not receive any funding from the school it can only operate with what they earn.

The Center uses building of the University Housing and Dining. The Center is part of the Student Life Department. It is supported financially by parent fees.
Students approved increase in tuition two years ago for the construction of the new child care facility. The Board of Regents and the University administration cleared it as well. The design (as seen in the video) and consturction bids were done and all went as planned, until end 2008.
The University due to economic crisis considers to postpone construction indefinitely and use money for other priorities.
