Well, someone asked me to write out a tutorial, so I did. This is the result. XP

Now I took the image and cropped it down. For those who want to know how to clean up their image, I usually just duplicate my base and set it to hardlight. If it seems dark, I usually duplicate the base again and set that one to screen. I normally adjust the fill or opacity of both of these new layers until I'm satisfied with what I got. Then, I flatten the image and do Filter>Sharpen>Unsharpen Mask. I adjust the settings until I get the right amount of sharpness. This is what I got from doing that:



So, now we have the image we're going to play around with. Create a new layer and fill it with the color #080540. Set this layer to exclusion and lower the fill (the bar under opacity) to %52. You should have this so far:



Now I want to darken the blue of her outfit a little bit, so I duplicate the base layer, bring it to the top and set it to darken. I adjust the fill bar to 60% and I get this:



I want to focus on the blue of her outfit so I slap on this texture (not sure who made it ._.):



And set it to soft light 100%. I then duplicate the same layer and leave the settings at soft light 100% to get this:



Now, we're gonna mess around with it a little bit. We're going to take this texture (not sure who made it ._.):



And set it to Saturation 100% to get this:



We're then going to take this texture by colorfilter:



And set it to Pin Light, but this time we're lowering the fill to 37% to get this:



But now some of it is a bit a light, so to darken the lines I create a new layer and fill it with the same color as before, #080540. I set it to Soft Light and lower the fill to 44% to get this:



Now get one of your favorite light textures (because I'm obsessed with using them at the moment...^^;), I happened to use this one, which was part of a larger light texture and just cropped it down to 100x100 (not sure who made it ._.):



I set this light texture to screen at 100% to finally get this:



Now I really liked this the way it was, so I didn't put any text on it. I just placed a boarder around it by creating a new layer, select all and then go to Edit>Stroke choose the color white and set the width to 3px. I did the same thing again, but changed the color to #6A59AB and set the width to 1px. And tada! That's about it. Here's your finished product:



Now of course you can fool around with some of the steps, and I encourage that a lot because it's through experimenting that you find really kick ass styles to play around with.

Hopefully I didn't end up confusing anyone. If I did, feel free to ask questions. I also hope this wasn't a crappy tutorial. *head/desk* Also, if you know who made some of the textures here, let me know. I feel bad not being able to give credit where it's due.
