I don't know that this actually answers or necessarily touches on your issues... but here are my thoughts.
I don't think what we have now works, and I don't think anything we've had before works either. I think we need more of a hybrid system, whatever that may be. personally, I'm a big fan of localized government that is democratically elected, communities who are self-supporting, self-monitoring and self-governing, and base-line socialism with the room for those who desire and are capable of working for more than the baseline to have the opportunity to do so.
we (some friends and I) once came up with the idea of a tribal nation comprised of small communities who made up increasingly larger communities. of course, the idea was much more complex than that... but that's the most basic idea.

I've spent about 10 years designing a system of government as well as laws. The current result is a system without taxes. All crimes are dealt with through fines and if needed forced labor. Education is subsidized to a certain point and then must be entirely earned beyond. All persons in the country are provided with BARE necessities and healthcare is not controlled by insurance company's laws. The government owns all land, but makes never-ending lease agreements with private persons and organizations whose payments are based upon the value of the lease to potential buyers while incentivizing property improvements. The currency is backed by the value of all government owned assets (including the land) and is kept to a certain value in a method similar to how corporations sell new shares and buy back shares. The actual system is a constitutional trinary council system. Think a mix of a feudalism and a council system. Ultimate power is held at the top with the obligation to utilize that power as little as possible leaving as
