The Windows Partition Management tool is broken. Try to avoid using it altogether. (Microsoft likes rigging things up in ways that make it impossible for others to play nicely. No tools can make sense of 'dynamic partitions' for example, although Partition Magic knows enough about them to make a real partition table out of it.)
You're best option, as you've apparently found out already, is to use Partition Magic or the nearest open-source equivalent, Disk Druid.
