What would happen if you tried to lower the rest of the hood terrain to be closer to beach level - would you just end up with a big mess? I'm too scared to try it because you can't undo it!

It should be okay as long as you stay away from the sides of the map/terrain (trying to edit the sides will definitely mess up the whole 'hood). You could try making a new neighborhood and editing the terrain there - see what happens :)
