Banning for plagiarizing: This will come down to your personal modding style, but in my belief, anyone who would do something like plagiarize an app, submit a misleading app, lie to get around the rules etc, is someone who will likely bring wank and drama to the game. You don't want people like that, and it's much simpler for everyone to just reject them outright and explain that they are not welcome.

Publicly viewable apps: We keep apps public so that people can see the standards that we keep, and can get an idea of exactly what we're looking for in our samples.

Even though I checked the last four boxes of the language question, I lean mostly towards the last one (typing in English, pretending it's in some other language) just because it's easier. Though I guess in occasion, a foreign word or two can pop up if it's IC of the character to do that. (ex. like Aragon speaking Elvish and then Common right after.)

I'm pretty much okay with a word or two here and there in another language. Full on sentences...adlksja not so much.
