If McCain, Obama, and Clinton are spending part of their Senate Offices' budgets on the Presidential election, that would be a far worse ethical offense than what this guy's worried about.

No, you're letter was quite well written. The trouble is, because of these ethics rules, they didn't read much beyond the return address. When they say you weren't in their district, they stopped paying attention, and forwarded the letter on to your particular Congressman. Anything else they say that is context-sensitive comes from the briefest of skimmings, and nothing more.
