I also download fic, but everything I download I "mark for later" and then, periodically, I go on a binge of flicking through my "mark for later" list and leaving feedback for things I've finished reading. It's not a perfect system since usually by the time I get to leaving feedback I don't necessarily have anything detailed to say, but at least I leave kudos.
Oh, now that's a thought. Although I can see the problem you mention - you lose that visceral reaction to it - but it's better than nothing. Still, though - I don't want to settle for better than nothing. I never used to leave kudos, thinking them to be a cop-out, but I've started doing so. On the same theory. *sigh* Something to consider, though, using "mark for later."
I have been reading a ton on AO3 too, because that seems to be where I can (most easily, at least) find a goldmine of hockey RPF fic. (Why I'm into this fandom without enjoying the actual game of hockey, I couldn't tell you, but there it is.)
I am not as good about leaving feedback on AO3, not because I download the stories but just because of my new fandom shyness, and also my new fandom binging -- I often read half a dozen or more stories by the same writer in a short period of time, and I feel like I look a little nuts leaving a zillion comments in a row. But both of those were problems for me on LJ too. I do admit that the kudos button does take the place of comments sometimes, particularly for stories where I liked them but don't have too terribly much to say.
Hah - I've done the same thing with gnawing my way through a writer's works. I think it's in the fannish nature to do so. I know people have done the same with my HP fic over the years. Sometimes the kudos button is awfully convenient - I'm of two minds whether that's good or bad. Is it fun to get kudos? Sure. But not quite the same as comments.
I find that using Calibre's plugin Fanfiction Downloader makes it even easier to leave feedback for stories at A03 because it preserves the link to the story location so when I'm done I can mark the story as "Read" and click the link to leave feedback.
I'm afraid if not enough people leave feedback the authors will stop posting their stories to A03 and I really love how easy it is to add A03 stories to my Sony reader so I want to encourage my favorite authors to keep posting. I still remember what it was like trying to read 100k stories on a computer screen...or trying to get the story onto my device. It was a real pain in the ass.
I'm rather happy about all the author's posting their fic to A03. Having said that it does seem like LJ/DW isn't as busy as it used to be but I'm not sure if that's an A03 thing or Tumblr related cause?
I don't understand tumblr. There're no words - just pics and links and such. Useless, I think. I think you're right - the journals aren't as busy. Perhaps it's just the fragmenting of fandom - from about 2002/3 to a few years ago, most fandoms had some sort of primary base on LJ but now it seems that what platform you use depends on the fandom you're in

I think Tumblr is great if you want a no stress/no work fannish experience (unless you're an artist, then it could quickly become a lot of work!) :) Basically it is a lot of looking at pictures and reblogging stuff you like. There is some text at Tumblr. I'm following a few political blogs/liberal type blogs and there is textual information. It's just not easy to comment back to the person you want to comment to or ask questions. (I find that aspect of Tumblr incredibly annoying) Also the only way to talk to authors seems to be to reblog their post with a message. Unless they have messages turned on for the post, then you can send them messages. So in that sense it's not so awesome if you want to communicate

I think what you say about tumblr is exactly on. I'm not a visually oriented person - I've never been much for fanvids or fanart or even pics of the actors, or interviews with them - so the visual experience of tumblr doesn't do much for me. Though I can certainly understand how many would enjoy it. I want words - they're what make my fannish heart pound
