Kiseop very much wanted to but he knows that Hoon is far too human yet to understand the discipline that a Maker can sometimes use on its fledglings. Kiseop decided for a traditional more human way of doing things. Although if Hoon doesn't behave himself he will likely bring him into line by supernatural means lol.
It wasn't necessarily a farewell letter, however Mia had sort of a sixth sense sort of thing and felt like something bad was going to happen. She wanted to make sure that Soohyun had those words just in case anything bad happened. Unfortunately she was right and she was killed.
