During the Great Depression, in the 1930s, Halloween was a night of vandalism. Teenagers and young adults (and sometimes older adults) went around and TPed houses, soaped windows, smashed mailboxes, and such.
The level of violence increased as people felt more upset over the depression. In an effort to stem the tide, the government put out a PSA asking kids to go around and ask people for candy, instead of doing vandalism. It worked.

of course in 2000 i voted no accetable candidate and for a number of weeks i felt i had won.
