Get the minutes into their own cell, either by typing them separately, or by splitting down the time. Then divide them by 60, and add them back to the hours.
Do this twice - once for each time, and subtract the second from the first.
The fun comes in how to split down the times. If you can guarantee the format you can split them by position. If you can't you have to be cannier, and do it relative to the punctuation. Don't be afraid to take multiple cells to do the breakdown by stages.
