Well UCR has issued a travel advisory warning of the dangers of Mexico for Spring Break. We have family friends who are currently vacationing there and vacation frequently in the border region and they're fine. I guess when you're just going to tourist spots and staying away from drugs and alcohol you'll be ok.
One of my cousins lived in Mexico City for years and she was never kidnapped, robbed a few times but never kidnapped. When I went to visit her she told me to leave my phone, watch, and wallet at home and only carry what I needed for the day just in case. I had no problems and enjoyed my visit and want to return.
