First of all, Enrile is an idiot who can't seem to grasp what a subcontractor is, which i suppose shouldn't be surprising considering how long he's been disconnected from the modern world all cushied up in his Malacanang millions. Also, like most of the Gloria lapdogs, he's rather too obvious, and more than a little obnoxious, in going about it
