Oh my gods I hope your dad gets that sorted soon; that sounds wretched.

The problem is, since there are three or four landlords, and the building management, and the council involved... the discussion may take quite some time. Also, most likely any plumbers would refuse to do the work until the weather is better and the pipes aren't frozen.

It is a bit wretched, but only a bit as yet. Ho-hum.

Oh, I hate when you have to jump through so many hoops just to get something done. I hope the weather remains, er, mild?, until you can get the situation resolved.
