Yes, the bill could be better. Yes, this one may go down in flames.
Backing it is better than waiting for better to come along; when better comes along, we can worry about getting that one enacted when there's already momentum. When there's a market mechanism in place for reducing carbon emissions, we can spend the time jiggering that one to work better.
So call or write your congresscritters and let them know how you feel.

I left a comment for Sen. Dingell asking why he was targeting road improvement instead of public transit improvements with the money.
