I really don't know much (anything) about programing, but I expect that cheat card is going to be a nightmare.

The cheat card will be fine. See much of the stacking and placement rules are very open ended. Vassal is very much just like an open table where you can make your own cards then do whatever you want with em. It has no apparatus to really enforce anything.

Getting the cards to simply behave how you want them is another matter.

Im about 1/3 through the just the dungeon deck, this is gonna be a while.

It was hard to understand what you were getting at, because of all the metaphors, but basically it sounds like you're just changing things until the program thinks it's supposed to work. Kind of like what I do with my roommates.
