I believe that clergy can be clear on their pov without telling ppl how to vote. Choose a topic to preach on and preach the word then challenge the congregation to "vote their conscious " based on not only what they have heard in the service but on their Own study of the Bible mirrored against Their own study of those running for office (any office not just once every 4 years).
If a member of the clergy has so little faith that their congregation can connect the dots then maybe that clergy should be doing more teachings on
2 Timothy 2:15 KJV "Study to show thyself approved unto God, a workman that needeth not to be ashamed, rightly dividing the word of truth".
This is a true endeavor for the Bible as well as for the rest of life.
