Do you know what is in the actual Senate bill as opposed to the reconciliation bill? And when, if ever, do adults get protection on preexisting conditions and recission?

that part goes in to effect in 2014, same time as the mandatory insurance purchase.

Rescission and care caps are banned in 6 months. There will be a transitional high risk pool as help for people with preexisting conditions to help bridge the gap until the exchanges are set up in 90 days.

The WSJ link is especially helpful rhetorically, since that's a conservative publication and yet mysteriously doesn't mention any death panels. Why? Oh, right, because they're a reputable publication with journalistic standards. :P
