It might be simply reflexive memory, especially among the oldsters. So many people are used to that area being a clusterf**k, over many years and thousands of transits, that they just automatically slow down...and it only takes one person to do it, then you have a rippling shockwave of taillights. It might take years, and some driver turnover, before it clears up.
