So, a girl was crossing the street around 10th and College, in the dark on a cell phone. Actually, she pretty much stopped in the middle of the street, she was so into what she was talking about. The problem with this is that I had a green light, and she was in front of my car. And yes, the crossing signal was working and was a "don't walk." I

I used to know kids in high school who put PA systems in their cars. I guess it's not legal, or something. But it's very, very doable.

Or you could get a sonic cannon like they use to ward of pirates. Then only people in front of the car would get it - and you could knock them over.
