According to Vienna Convention on Succession of States in Respect of State Property, Archives and Debts (1983) Succession of States means: "...the replacement of one state bu another in the responsibility for the international relations of territory."

To the new established country, Timor Leste. They used to be one of Indonesia's province until 2002 they separated.
