Decriminalizing it means that my law enforcement can focus on more important things. And this way I can tax it and stuff like with cigarettes and alcohol. People are smoking it whether or not it's legal, just like people still consumed alcohol during prohibition, so I'm not turning my people into "a bunch of stoners".
