I think I finally figured out Starbuck; She's the guide for humanity sent by $GOD, she's the sleeper agent, who doesn't know better than that she is a human, doesn't know her own part and has to live through it, as opposed to Phantom Six and Baltar who know who they are and (somewhat) what they're doing and why.
