S4 finale was not my favorite episode. Don spends the season getting to know and becoming involved with an interesting character who gets a lot of development, and who is a real foil for him.
So who does he propose to? A one-dimensional character with little screentime, no development, and with whom he has a complete lack of chemistry. Makes total sense.
Plus, has he not figured out that he's not exactly great with relationships and was ill-suited to being married? There's nothing wrong with being the sort of person who isn't suited to marriage. Unless you get married. And then aim to do so again.

Not my favorite season, either. I think the highlights were Lane Pryce and the new office setting.
Chauncey was missed.
