So far, our proposals have been... deferred for further study.

Mmm, yes, I can see how that would happen. [Satai tapped his fingers on the table.] It's unprecedented, and no one on the lower levels likes to make precedent.

Which is unfortunate. Because the longer production is stalled, the more planets fall to the Federation. No one is safe.

Yes. [Satai pulls out a datapad from his jacket pocket.] About that lunch... if you could make it tomorrow around one, I believe Councilman Rashar might be interested in your proposal.
