Language Log is the place to go for debunking of grammar and usage peeves. It's a staple of usage guides that the passive voice makes writing less forceful, and there's also a longstanding political claim that scoundrels use it to deflect blame ("mistakes were made"). But the political claims are anecdotal, and most people complaining about passive constructions can't reliably recognize them. The recently popular claims that Barack Obama uses the passive voice unusually often are complete garbage.

You might say that it is just one step away from passive-aggressive. But, then again, that's just the kind of thing you'd say.
