I wasn't expecting him to be the bad guy either, because of those shooting photographs that just looked like all the agents hanging out with him. But apparently that's part of the plot where he baldly walks onto the Navy Yard to challenge Gibbs to a personal duel or whatever (according to Ryan in the preview...eye roll).
