Good points have been made.

On one hand, I always find the arrogance of players staggering when they just laugh off meeting a Justicar. On the other hand, unapproachable NPCs provide nothing to the game. To me, it depends on the NPC, the PC, and the situation.

Paschek in the Rant should be approachable, or shouldn't be at the Rant. diZagreb should be the bitch of most PCs with regards to in-clan disputes. Lucinde? Not so much.

Depends on what the Archon is for. Some are thugs, others are diplomats. I highly recommend that all read 'Archons & Templars'.

Dude, as a 75 point Gangrel Anarch, I debated the merits of Camarilla membership in the hallway outside the Conclave hall with motherfucking Petronius...

Not this recent one, in Columbus. Not sure if the same dude portrayed the character this time. But still, I found myself in the hallway with him and was like, holy fuck!

I have always thought this. Princes...well, not so much. Sometimes they are too approachable, sometimes not. As far as Archons, hell yes. Then again, thats what you get when you appoint PCs as Archons and allow them to remain PCs. They continue to want to play their PC constantly and don't change how they act. This is one of many reasons I am against PC Archons.
I can't comment much on the Justicar thing as I haven't interacted much with them. I don't think they are too approachable really. They aren't all supposed to be scary and unapproachable IMO.

YES. YES. YES.

If a kindred is not a part of my administration or is brought to me by a Primogen, they owe me a boon for the conversation we're having. I have made a public exception for those with the status traits Charming, Adored, Admired, Cherished (and similar), as the Camarilla recognizes these people as officially good conversation in my opinion.

On occasion, the information they bring to me in the conversation is worth the time, so I don't charge them, but that's a risky proposition.
