That's the only logical explanation.

I tried making a real sentence using all the words that Bush did, but I end up with leftovers and a very unsatisfying sentence:

I want to thank you, for you've shown the importance for education and literacy.

for that and

See? Leftover prepositions and a conjunction. Someone, Karl Rove for instance, should really control the number and types of words that they let Bush have access to. Limit him to 5 nouns and 6 verbs for any given day, just to keep him out of trouble.
