I had a "permit" (the same as a provisional license, I think) for like five years, and only got my actual license at age 21. You had to get a 70 to pass, and that's what I got, solely because I parallel parked FLAWLESSLY. Took me three tries to pass. First time, I sort of almost hit a Corvette. Second time, I couldn't parallel park. But I can't feel too badly - the most brilliant kid of his year in my school, the one who transferred to Harvard when he got bored with the other extremely prestigious school he'd gotten into, took five.
I love driving, myself, but I have been to your town once and if I lived there I wouldn't see any reason to drive, either. Nice easy walking and, from what I read, super buses too.
BTW - have you checked the wallets you've had over the past three years?
