the article doesnt sound biased. in a couple parts he sounds like he's against downloading, but he's only stating what the law says, that is, that most downloading is in fact illegal. as far as tone goes, i would say that it's written in an informative tone, meant to educate the reader as to what exactly the problem of downloading is, if it violate copyright and patent laws, who downloading hurts, why people do it, how technology is "leap-frogging" laws and so on. hope this helps.
