Today I present...1 icon from Angel's "Smile Time" and 10 from Buffy's "Dead Things". I've also got a question for fellow icon makers. Too make my icons better I want to learn to use brushes and borders. Can anyone help me out with learning how to use them? I have PS 5.5. Now..the icons

Okay - what I have is PSE2.0. The brushes I download - and I usually do it a lot at a time - can work on just about anything 5.0+ - very cool.
I've got a lot of sites linked so... I'll throw those in at the end. But you download them, then unzip the files you your presets. That's what I do, anyhow. It takes a while longer to load in the long run, but I don't really understand the instructions most of the time... lol.
So I put mine into Photoshop Elements Presets --> brushes. And when I'm ready to add brushes or a border brush, or a border, I add a new layer. That way I don't really screw it all up. Because I'm notorious for that. But I play with the colors (you're good at that!) and opasity and colorizing and all the different things you can do.

I don't think that there's an easy way to teach you how to use brushes, as it is one of the most essential parts of ps itself, imo.
Most borders are actually special brushes, cause that's the fastest way to create them.
if you want more information on "the art of icon making" (and I think some of these will most likely help you with your question) I'd advice you to read some tutorials. I know that tlace has some good ones in her memories.
