I'm in a summer rut. I can't do anything that costs money and it's too hot to do anything outside (seriously... there was a heat index of 102º at 6 at night). What is a burnt-out Mommy to do?
I second the sprinkler...we used to LOVE that when I was a kid.
Where we live they have free/cheap movies in the summer for kids, although I guess that would probably involve downtown and you don't want that...
We did a nature club activity where the kids measured out and marked off a square of a certain size (maybe 12 x 12?) and inspected it closely to see what all was in their square...you can find all kinds of things, maybe writing down what you see? It should be good for at least half an hour one morning before it gets unbearably hot.
slip n slides? ice cream party? start working on something cool to give your hubby when he gets home, something the kids could help work on too. hmmm i guess i don't have very many ideas lol
Have them build something complex from card, paper, bits of wood, like a castle or similar. You could take them on walks to find materials like sticks and bits of stone for the walls, and they'll need plants to look like trees in the grounds.

Put on the sprinkler. Run through it.
Library story hour?
Make your own ice cream?
Make your own finger paint?
