That's the legal definition of 'misdemeanour', apparently, in American law. An infraction is a minor offence, like jaywalking. Then you've got misdemeanours, then felonies.
As for my thoughts on the article - er, yeah, if you drop extended tours of duty and multiple redeployments, then you might get a wider pool of recruits, but currently the army's overstretched so it can't afford to improve conditions.
Ironically enough, the only thing that can really save the US Army (more affected in this than the other armed services) is a serious withdrawal from Iraq...
But he needed to invade Iraq because of 9/11 because of the WMDs because Saddam had used all those American-bought chemicals on the Marsh Arabs because of the oil, and he needs an even bigger army to invade Iran because of 9/11 because of the WMDs because of the oil, so Army recruitment people will continue to lie, cheat and let in very dubious people indeed.
Well, these were the very people being recruited into the regular army and the national guard in the post-cold war volunteer army that Clinton is to a large extent, responsible for. Rumsfeld was a fan...hold on, this is going to be a blog entry over at my place...
