Well, the pros of Rome is...uh...well...there's the Coliseum, which is the best part (oddly, lots of cats live there), the Vatican (which is OK, if you don't mind pickpockets and beggars and street performers as you wait through a few blocks of lines, only to find mosh pits of pigeons upon entering), and lots of hot Italian guys. LOTS. Not to mention Japanese tourists. The downers are that is is very very very HOT (I don't know so much about now, but Roman summers are horrid), it is dirty and there is swastika graffiti everywhere. But, you might find some manga stands with Akira, Basilisk, Lupin III, and some other stuff...all in Italian. There's Lupin III flair and swag in lots of stores you go into.
As for London, I've never been, but I would definitely go there, as I like the rain and hot English accents. Plus, you'd find cultures from all over the world in London and lots of multi-ethnic food and shopping.
