I think- [ pause ] his greatest flaw is that he upholds the law too much. He never goes below it, or above it; too afraid that if he does, then he would take justice into his own hands and become something to be feared. [ Sigh. ]

That's the only reason I can think of why he degenerated to that point in your world.
