Because there's always going to be a group of people who'd go against the figurehead, so what's the point?

Not exactly a rebellion, but just people...actually, yeah. Yeah, like a rebellion if they're led by somebody who's headstrong. I don't think it matters what kind of figurehead there is. There's always going to be somebody who goes against them, just because they can.

... That's a fair point. Okay, what if everyone does a promotional campaign, right? Tells a little bit about themselves? There can be posters and flyers, and every candidate can explain why he should be mayor.

We could do that, but with the election of a mayor that just opens up a whole new slew of problems.

Would there be laws? Policies? People to uphold those laws and policies? And with the threat of our mayor or law-keepers suddenly vanishing as they're kidnapped or returned home, we'd have to have a huge pool of people that could fill in at a moment's notice.

... Uhm. Well, they're neutral, for one. So when there's two villagers havin' an argument, the ruler can decide how to settle it. And when an outside source tries to make contact with us, the figurehead can speak with it in all our behalves, ya know?
