When I read a news article about how BP planned to lower a cement block on top of the pump so that they could later connect a hose (or tube or whatever) to it and, through it, to their tanker, I was SO TAKEN ABACK. It seems that you're right. Their primary concern is to make a profit, not necessarily to fix the problem. That's got to limit the engineers on their team a ton. How frustrating.
