I understand there has been a bit of foul play involved. Valentine was unconscious at the time Lady Kayura's sentence was met. However, he should have made sure that he was in no situation such as that to have carried out his task.

In this case, both The Avatar of Phobia and Avatar of Warning are at a stalemate, Ky. I do believe having the both of them punished will be in order.

Turn Vincent Valentine over to the Avatar of Punishment, and Jonathan Crane to the Avatar of Lust. The first will be disciplined for his failing and Jonathan Crane will be disciplined for his lack of control.

Mr. Raito, you are the Avatar of Judgement, are you not? I wanted to know of how will you trial the accused of a crime. By employing evidence, witnesses? Will be public or private? I think, this could be of a general interest.

As all fair trials are conducted, though I trust that by placing our new force into gear, my involvement in decision will be minimal at most. It is only when a grave crime takes place that I will judge without trial. I am sure the citizens will be wise enough to not broach that.
