I was looking to make something that wasn't overdone, but still pretty. And I love love love how this turned out.

NO SELECTIVE COLORING AT ALL, REJOICE. (may be translatable to PS and PSP)

01:
Start with your base, if it isn't this light then add a screen layer or two. Sharpen, etc. Just get it to be around this light.

02:
New layer, filled with #c6c6c6. Set to 'Overlay' @ 100%.

03:
New layer, filled with #c6c6c6. Set to 'Overlay' @ 100%.

04:
New layer, filled with #4e4e4e. Set to 'Overlay' @ 100%.

05:
New layer, filled with #d4fffe. Set to 'Burn' @ 100%.

06:
New layer, filled with #4e4e4e. Set to 'Overlay' @ 100%.

07:
Merge all layers.

08:
Open curves (Layer --> Colors --> Curves) and use these:
value
first point: x:32 y:0
second point: x:240 y:255
red
x:21 y:0
green
x:29 y:38
blue
first point: x:12 y:0
second point: x:222 y:255
