I've seen other 'safe driving' ads on TV in England but never this one (got the link emailed to me)...which is a shame - I think it's very compelling!

That was pretty touching. There's a drive safely video on youtube with Evanescence's My Immortal playing and it's a mashup of a whole bunch of these. Clearly from over there, because they almost never show those things in America on TV.

I really don't know.

They probably deem it too "upsetting" to see on TV, and so we let our young people (I'm old... I can call them young) grow up thinking they're invincible and then drive 80mphs and cross the yellow lines and hit another car head on. :(

That happened a few weeks ago out here. Some 18 year old was driving a Mustang with his girlfriend, and tried to pass a car, and pulled across the double yellow lines and smashed into a van being driven by a dad with his son. The dad died. The Mustang's speedometer froze on impact (it's a feature to aid crash investigations) and it was 80mph. It was in front of a school, which means the speedlimit was probably like 35mph.

Because commercials are bad enough without having to see these things too?

In reality, they probably can't afford the price of advertising space with the corporations vying for the same spots.
