So I have often wondered if in the DC and Marvel universes if there was a super hero or super villain insurance policy. It took a little digging on wikipedia for me to track down the title, but Marvel actually had a mini-series on a similar topic in the late eighties and early nineties, entitled, "Damage Control." Not an insurance company, really more of a reconstruction company, but it's a cool idea.

From one Marvel website: When the superhuman community throws down in a neighborhood, the damages can be astronomical. However, the Manhattan based engineering and construction company, Damage Control, are here to clean up the mess and rebuild the property to the way it was. Considering the amount of superhuman battles there are, and with virtually no competition, Damage Control is a definite money maker.

Rodney was telling me about some comic where a flash-type character went racing through a park after some super villain, accidently dismembered some girl and was all like "you have people to handle that, right?"

That was completely boring and un-useful. I don't even remember what comic.:p
