At the moment, Zod is feeling so weary due to recent events that he nearly forgot about the meeting he proposed in the first place. Somehow, however, he manages to recall both the time and location, and he even arrives a bit early.
Though he would rather have this particular meeting in the privacy of his own lodgings, he decided that it's best to have it in a relatively public place, considering gaining Chloe and Diana's trust is still a work in progress. It's also best that they both feel as comfortable as possible about the whole situation.
So the same cafe in which Chloe and he met a few weeks previously seemed a logical enough choice, and that is where Zod now sits at a secluded table for three, rather lost in thought. There is much for him to think about, and there's little else to be done until his associates arrive.
