I trained mine normally and I encouraged her to fight with my other pokemons against the wild ones until she learned tackle! Then she fought a lot until she evolved!
I'd imagine. I've been warned not to anger it, and I wouldn't dream of angering it either. This is just one more hurdle to get over, but I'm sure I'll find a way to make it interesting.

It is tedious, raising Magikarp, but having a Gyarados definitely makes up for it.
