.....it was a difficult decision, but...

For now, it would best to abide by the City's legal procedure, however unreliable and shabby it may be. We will not attack the perpetrator's person, and instead let the courts decide.

I realize this may sit ill with you--as with all of us--and yet at the moment we are left with no other choice. From what I've heard, the opponent is dangerous and of his skills we have little knowledge, and certainly not enough to risk the life of one I can trust.
