kk...when one is thinking in terms of the Star Wars Universe one must first realize that The Republic is more like a Confederation. Each planet has its own government that does not directly answer to the republic. Each planet within the Republic has senators who they send as emissaries to the Republic, yet these senators mainly vote on large, Republic matters that effect an entire star system. The Republic is kinda like a police agency. The Planets are the clients. The Republic is mainly there to keep order on a galactic scale, not to deal with singular planets.
So, it makes sense then that Naboo (the planet from which Queen Amidala hails) has Queens (though it is odd that they are elected by the people, but stranger things have happened) and the Republic has a completely different form of government; one that is more...shall we say...Republic-esque.
Yeah, my point was more centered on Naboo politics that on republic politics. If you have a queen, she's a queen. If she's elected, she's a prime minister or a president. That 'Queen' title is misleading and gives the wrong impression of the Naboo government. I have no problem with the structure of the Republic. I think the mirroring of the fall of the Roman Republic and the rise of the Roman Empire is strong there and I like that.
