So if something isn't expressly verboten in the community rules, people should interpret it as an express green light?

I tend to think that if the moderator thinks it's inappropriate, she doesn't need your permission to take it down, so why are you giving it?

This is also mostly directed at the people who would rather say "Mods, delete if this has been mentioned before" than check to see if it's been mentioned recently.
