... right. As of know and pending canon yielding actual backstory or at least insights into his motivations, Kabuto can't really decide exactly where he wants to go after camp, assuming they don't just spend the rest of their lives there, which is incredibly frustrating.
Basically, he has two choices. The first, is heading back to his world, Heather in tow. In a lot of ways, he'd like to do this, because this hopefully lets him continue to work towards whatever goal he has in canon, and keep her.
One problem. His boss.
Well, maybe not the only problem, but Orochimaru really is something he has to consider if he wants to bring her back. Hiding Heather from him is pretty much unworkable, and Kabuto is pretty much terrified that she would wind up either leverage against him, or a test subject (his current top of the charts nightmare is Orochimaru taking over her body). So, if he does bring her back, he has to off Orochimaru, and probably take his place. Which is one of the reasons why he's training and trying to amass as much

Or, he could head back with her. This is not an easy choice, because this would likely mean giving up on whatever he's been working towards, and given his character, he isn't going to relinquish that easily. On the other hand... Cheryl-san.
This path also has the advantage that he'll probably have an easier time adapting to her world than she to his, and assuming his jutsus work there as well, and/or the knowledge and equipment he's amassed in camp can be brought over, he should be able to carve out a goodly place for the two of them, with a little time and effort.
In the end, two factors will determine which direction he'll be inclined to take, how sure he is that he could kill Orochimaru and take his place, and time. The more convinced he is that he could take Oro, the more attractive heading back to the Narutoverse is, and the longer he spends in camp with Heather, the more he contemplates moving to her world for a fresh start.
P.S: He hasn't thought too much about some sort of world-hopping arrangement, since he doesn't have that much in the way of guaranteeing they could bounce back and forth between their worlds after camp, and it's easier to plan in absolutes. This may change in future, however, and would certainly be more attractive than the first two choices, done correctly.
