When arguing anything in the bank - GO INTO THE BRANCH.
Alex and I learned that during the great $2500-in-overdraft-fees debacle, last summer.
Whatever you accept from the phone folks is final - phone trumps branch, unfortunately - so go to the branch first, as you're much more likely to a) talk to someone who shares the same first language as yourself b) get a humane response, as it's much harder to say "Fuck you" to a person's face than over the phone.
I ditched Chase because they bought my account. After being a loyal cardmember and never late for 10 years on the account, they cut my credit limit by 2/3 and raised my interest to 22%. Not subject to debate, although they did say that people who had been good for 6 months could have the debate for a lower interest. Pigfuckers. I had my Capital One buy them out.

Good luck.
